Senior Investment projects, State aid, R&D Consultant

Job description, responsibilities and duties

Help attract investors to Slovakia and work on R&D and innovation projects with TOP clients! Investment projects incentives department (state aid focused department at PwC for both Slovakia and CEE region) is currently looking for a Consultant with experience in the investment aid area.

Your responsibilities will include:

1. Advisory for public authorities (e.g. Ministry of economy of the Slovak Republic, Slovak innovation and energy agency, etc.) relating to the conceptual setting of public measures and financial instruments or programs (e.g. implementation of IPCEI projects, R&D super deduction, ESIF, etc.).
2. Business advisory relating to the preparation of complete documentation for pre-notification/notification of the aid to European Commission.
3. Business advisory relating to the preparation of a detailed business plan and complex project documentation including financial modeling especially for R&D projects prepared under IPCEI program, Horizon Europe, ESIF and other EU financial instruments.
4. Business advisory relating to the preparation of a detailed business plan and state aid application for small and large investments in the Slovak Republic, including revisions of financial projections, calculations of the maximum potential state aid, impact of the investment on incomes of the Slovak State Budget, impact of the investment on the competition on the Slovak market and all other compulsory enclosures required by the Slovak and EU state aid legislation.
5. Advisory on the monitoring and reporting obligations of the client towards the state authorities relating to the reimbursement of the eligible spent, audit of the annual reports and its requirements.
6. Ensuring the communication with the state authorities in the process of the state aid application preparation and its appraisal.
7. Leading of working meetings and workshops with the state authorities and with the client.
8. Advisory on implementation of the investment project according to the conditions and legislative requirements set by the respective Slovak legislation.
9. Review of technical standpoints, appraisals, reports, and other documents relating to specific objectives of the project such as state aid, tax or business or risk assurance related.

Personality requirements and skills

  • University degree - economics, law
  • Experience with writing and assessment of applications for investment aid under the Slovak Investment Aid Law or projects financed under the other EU programs (Horizon2020, EU funds, etc.)
  • Awareness of the approval process of the investment aid
  • Knowledge of reporting and monitoring obligations of aid recipients
  • Ability to assess potential risks and provide advice on how to secure investment aid during the realization of the investment project
  • Ability to manage projects co-financed by public funds in all phases of their life cycle, in terms of organizational, conceptual and communication with customer/aid provider
  • Able to think strategically, is loyal, career oriented and willing to work in consulting business
  • Good presentation skills and experience with leading meetings with the client is welcome
  • Fluent English (both written & oral)
  • Knowledge of European State Aid rules / EU programs rules and compliance
  • Willingness to work under strict deadlines and time pressure
  • Willingness to travel to clients in the SK and abroad (20% of time)
  • Self-confident personality, able to draw attention of the client
  • Understanding of the client's needs.
