Job description, responsibilities and duties
In September 2023 IOM Slovakia organized a training to initiate a first discussion on Talent/Skills Mobility Partnerships (SMPs) in Slovakia. The central outcome of the training and exchange was that SMPs are seen as a possible approach to overcome skills and labour shortages. With the objective to contribute to innovative and sustainable talent/skills mobility schemes in Slovakia, the main objective of the consultancy is to conduct an analysis and country/-ies of origin matching based on the labour market situation/shortages in Slovakia with potential non-EU partner country/-ies with relevant category of workforce in the sectors. In addition to that an analysis of required assistance services and provision of recommendations for the implementation of SMPs with concrete countries of origin of migrant workers in a comprehensive report is also expected.
The Consultant will work under the supervision of the Head of Labor Mobility and Social Inclusion Unit and in close cooperation with the National Legal Officer, and in direct cooperation with project team. The Consultant will contribute to the work of the Labour Mobility and Social Inclusion Unit of IOM Slovakia, specifically the project “IOM Migration Information Centre (MIC), supporting the labour mobility and integration of migrants under the Recovery and Resilience Plan of Slovakia (MIC RRP).
The Consultant will perform the following tasks:
- design and develop research methodology (quantitative and qualitative research);
- collect and analyse related data from the relevant institutions;
- based on the Slovak labour market needs / existing and forecasted labour market shortages in Slovakia and other relevant criteria, analyse and select up to 3 potential non-EU shortlisted partner countries with relevant labour market supply /category of workforce;
- support the preparation of in-depth expert interviews with Slovak employers and practitioners (public authorities, recruitment agencies, etc.) and relevant representatives of non-EU countries by conducting background research, drafting interview guide, and analysing findings (in Slovak and English if required);
- based on the labour market analysis and expert interviews provide recommendations for the implementation of Skills Mobility Partnerships (SMPs) with selected country/-ies of origin of migrant workers;
- analyse required assistance services for migrant workers from recommended country/-ies;
- prepare a report in Slovak language;
- participate at meetings relevant to the research topic;
- present the research findings to project stakeholders at the meetings.

- Minimum of 5 years of relevant research or work experience;
- Post-graduate/university degree, preferably in economics, social sciences, migration studies, international development or related studies;
- Proven track record on and skills conducting research relating to these or similar issues;
- Good understanding of the research topic as well as relevant policies/programmes;
- Familiar with the local context surrounding the research issue;
- Access or availability to research resources to ensure capability of undertaking the analysis;
- Familiar with the academic literature on the research issue or able to draw on expertise of those who do;
- Track record of publications is a distinct advantage;
- Excellent knowledge and skills in the application of data collection and analysis tools;
- Knowledge of the Slovak labour market and migration policy and legislation is a distinct advantage;
- Excellent drafting ability, previous publications, experience in the assessment of the need for foreign labour is an advantage;
- Excellent skills in writing summaries and reports;
- Excellent proven analytical and presentation skills;
- Fluent in spoken and written Slovak and English;

- Experience in working at or with international organizations is an advantage;
