Job description, responsibilities and duties

Under the overall and direct supervision of the Head of Office (HoO) in Bratislava the Head of the Resources Management Unit is responsible for financial and human resources management in IOM office in Bratislava and sub-office in Kosice.

Core Functions / Responsibilities:
1. Coordinates and leads the Resource Management Unit in Bratislava,
2. Monitor, analyse and oversee the financial management for all IOM activities in Slovakia
3. Prepare donor financial reports in accordance with IOM regulations, establish procedures, undertake review and analyze project receivables versus expenditure and initiate timely remedial action when necessary.
4. Ensure implementation of and adherence to internal controls to prevent fraud and mismanagement. Develop and implement relevant operational control systems.
5. Coordinate the financial and administrative aspects of agreements, in close coordination with the relevant project managers and the Office of Legal Affairs.
6. Forecast cash flows according to activities in the CO and ensure daily control of funds disbursed; ensure funding is received in accordance with donor agreements.
7. Prepare annual budget for the CO, monitor budget control and analyze variances between budget and actual expenditures, and participate in the preparation of budgets for new projects.
8. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.
9. Make recommendations on procedural improvements and ensure training of the local staff in the relevant areas of administration and finance.
10. Review existing systems and procedures and, if necessary, recommend possible improvements to strengthen internal monitoring, evaluation and control systems and improve efficiency and effectiveness.
11. Support HOO in human resources management and assist in recruitment, retention, promotion and separation of local staff. Apply HR polices, rules and regulations and make recommendations for resolving difficult or sensitive cases.
12. Liaise with other units of the CO as well as banking, donors and government counterparts and other stakeholders as required in the performance of the accounting function. Liaise with relevant units at HQs regarding the financial and administrative activities of the CO.
13. Support project managers throughout the project cycle to ensure compliance with IOM's policies and procedures and any donor specific requirements. Ensure project managers compliance with general instructions of IOM and relevant permanent instructions for the CO, namely in the areas of general administration, finance and human resources.
14. Acts as focal point with the Regional Office, MAC and PAC.
15. Coordinate security of the facilities and personnel training of security staff and coordination with the UN security cells, ensure that all staff reasonable measures are taken with regards to security of the office premises and equipment.
16. Perform such other duties as may be assigned

Personality requirements and skills

Experience:
• Minimum of 5 years of experience in accounting, budgeting and human resources management;
• Field experience, including in liaising with governmental and diplomatic authorities as well as international institutions;
• Knowledge of International Public-Sector Accounting Standards (IPSAS) and SAP;
• Knowledge of IOM/UN accounting systems, software and procedures;
• High level of computer literacy; particularly in computerized accounting systems and software.

Languages:
Required: Fluency in English (oral and written).
Desirable: Fluency in Slovak
