Job description, responsibilities and duties

The office of the International Organization for Migration (IOM) in the Slovak Republic is seeking an external consultant to carry out the design of a Communication Strategy to ensure effective communication about the Labour Mobility Scheme. Under the supervision of the Project Coordinator and the Head of Office, the incumbent will be responsible for the elaboration of a Communication Strategy to support relevant governmental and regional stakeholders to effectively communicate on the purposes of the national Labour Mobility Scheme and labour mobility in general within the project Slovakia: Technical Support for the development of a Labour Mobility Scheme (Funded by the European Union via the Structural Reform Support Programme and implemented by the International Organization for Migration (IOM) in cooperation with the European Commission).

In the framework of this EU-funded project, the International Organisation for Migration (IOM) will provide technical support to the Ministry of Labour, Social Affairs and Family of the Slovak Republic (hereinafter referred to as “the Ministry”) for the development of a Labour Mobility Scheme (hereinafter referred to as “the Scheme”). The evidence-based Scheme with a fast-track admission, integration and return component would offer a solution to flexibly manage labour mobility to Slovakia, taking into account the socio-economic needs of the country and good practices of other EU countries, while ensuring the protection of both domestic and foreign workers’ rights.

In particular, such a Scheme would:
- Facilitate faster admission of foreign workers in priority sectors of the economy;
- Define concrete conditions for employers to ensure better protection of both foreign and domestic workers;
- Increase the attractiveness of employment in Slovakia for labour migrants through a set of specific integration incentives; and
- Define conditions and measures in support of returning foreign workers to their countries of origin.
The Scheme will provide for a Fast-Track Program, which might target selected professions/sectors of economy and selected countries of origin.
The Scheme will also provide a Communication Strategy to enable the re-framing of public debates on labour mobility as beneficial to national economic stability and development. Moreover, the Communication Strategy will also contain an outreach component to promote the Scheme among potential foreign workers and national employers.

CORE FUNCTIONS / RESPONSIBILITIES:
Under the supervision of the Project Coordinator and the Head of Office and in direct cooperation with the project team, the successful candidate will be responsible for the design and development of the Communication Strategy. Specifically, s/he will:
1. Collect and analyse existing data, including research findings from the Labour Mobility Scheme pre-research, focusing on the benefits of well managed labour mobility programs and positive impacts of labour migration in cooperation with the project research team;
2. Design and prepare participatory workshops or core working group meetings in order to collect feedback, opinions and extract knowledge in a collaborative and creative environment on specific topics of Communication Strategy in cooperation with the project research team;
3. Design communication content and messaging to support relevant governmental and regional stakeholders to effectively communicate about the Scheme and to promote the Scheme among potential migrant workers, employers and other potential target groups as will be identified;
4. Prepare guidance notes for branding, media relations, advertising, promotional materials, digital/social media, and web/interactive tactics;
5. Make background and contextual material available to IOM and the Ministry;
6. Prepare an inception report/technical proposal for the Communication Strategy (with detailed methodology, implementation plan and assessment tools) and elaborate a Communication Strategy document with related guidance notes to be incorporated into the Design of the Scheme;
7. Submit inception report (technical proposal) and first draft of the Communication Strategy document for revision and final version of the Communication Strategy document reflecting comments from the IOM, the Ministry and key stakeholders, e.g. Advisory Board members;
8. Edit the English translation of the Communication Strategy;
9. Participate in other project-related activities (official meetings, appointments and travel), as needed;
10. Conduct a presentation on the Communication Strategy for relevant stakeholders at Advisory Board Meetings, working meetings and/or national final event in close cooperation with the project research team;
11. Provide feedback and guidance where necessary;
12. Communicate any questions, requests for changes or challenges to the IOM Project Coordinator in a timely manner.

Duration: approx. 6 months (up to 192 hours for total contract duration)

Personality requirements and skills

REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS:
-Master’s degree, in communications, journalism or other relevant fields;
-Minimum of 5 years of relevant work experience in public relations or communications;
-Experience in development of communication strategies, plans and analysis of communication effectiveness;
-Experience in development of key messages and preparing speakers for media communications and public speaking;
-Proven record of creating and executing innovative marketing communications strategies;
-State administration, PR agency, or corporate consulting experience will be an asset;
-Experience in implementation of communication projects for public authorities or/and local authorities will be an asset;
-Experience in working at or with international organizations will be an asset;
-Demonstrated ability to communicate on politically sensitive topics;
-Excellent drafting skills in Slovak and English, including in drafting summaries and reports;
-Excellent proven analytical and presentation skills;
-Fluent in spoken and written Slovak and English;
-Computer skills – user:
o Microsoft Excel – advanced
o Microsoft Word – advanced
o Microsoft PowerPoint – advanced
-Capacity for constructive teamwork and cooperation with all stakeholders;
-Strong planning skills and strong ability to meet tight deadlines;
