Job description, responsibilities and duties

BACKGROUND:
For the purposes of the FRAMWAT project of the Interreg CENTRAL EUROPE Programme, GWP Central and Eastern Europe is seeking the expert to contribute to the Work Package 3: Policy integration and economic instruments. Specifically, to the development of the Guidelines to improve water balance and nutrition mitigation by applying the system of Natural (Small) Water Retention Measures which are one of the main outputs of the project.

OVERALL GOAL OF SERVICES
Overall Goal is to develop the Guidelines to improve water balance and nutrition mitigation by applying the system of Natural (Small) Water Retention Measures as one of the main outcomes of the FramWat project.

With this goal in mind, a consultant will:
- Build on the draft structure of the Guidelines already agreed within the partnership;
- Integrate outcomes from the other two content-related work packages (WP1: Identification of potential locations and WP2: Effectiveness of the measures)
- Active participation at the 2 project meetings (November 2019 and May 2020) and the national event in Slovakia (November 2019)

Furthermore, the consultant will have an opportunity to review and provide feedback on the contributions that partners are expected to provide after the national events (planned for October/November 2019) and until the end of the project by June 2020,
The consultant will also be in a position to provide feedback and strategic guidance to GWP CEE on issues like natural water retention measures, nature-based solutions, river basin management planning, etc.

BUDGET AND TIMELINE:
Budget for the work is estimated to cca. 6.000 EUR.
Consultant will become a short-erm/part-time GWP CEE staff member with a contract that allows max. 40 working hours per month. Work is home-based with meetings/visits to the GWP CEE secretariat (based at the Slovak Hydrometeorological Institute in Bratislava, Slovakia) upon request.

Payments will be done in three installments:
- In December 2019 (after Step 1 and 2 are finalized)
- In April 2020 (after Step 3 and 4 are finalized)
- In June 2020 (upon the completion of the Guidelines)

Personality requirements and skills

The consultant is expected to have a demonstrated expertise in relation to the call covering the following:
- Multi-disciplinary environmental background, preferable with experience on Natural Water Retention Measures, Nature Based Solutions and similar;
- Good knowledge of the EU water policy and its implementation on national level;
- Proven experience in river basin management planning according to the EU Water Framework Directive;
- Excellent English language skills, both orally and in writing;
- Proven experience in preparing documents such as guidelines, manuals, etc.
