Job description, responsibilities and duties

Office of the IOM International Organization for Migration in the Slovak Republic is seeking for a candidate for the position of Research Expert for Labour Migration and Integration. Under the general supervision of the Head of Office (HoO) and direct supervision of Project Coordinator the successful candidate will be responsible for will be responsible for implementation of research related activities executed within the technical support for the development of a labour mobility scheme in Slovakia. The evidence-based Labour Mobility Scheme (hereinafter referred to as “Scheme”) with a fast-track admission, integration and return component would offer a solution to flexibly manage labour mobility to Slovakia, taking into account the socio-economic needs of the country and good practices of other EU countries, while ensuring the protection of both domestic and foreign workers’ rights.

CORE FUNCTIONS / RESPONSIBILITIES:
Under the supervision of the Head of the Project Coordinator and overall guidance of the Head of Office (HoO), the successful candidate will be responsible for assistance in the implementation of all project/s activities. Specifically, s/he will:

1. Support the overall implementation of all project activities, specifically those connected to research and analysis of labour mobility and migration trends with specific focus on integration;
2. Design and implement research tools to collect and analyse data;
3. Summarize and researche existing data including analysis, preparation of changes of the relevant national legislation, design of the Labour Migration Scheme, and all implementation measures of the Labour Mobility Scheme;
4. Design and prepare qualitative interviewing as an in-depth data-collection tool, allowing insights into how different administrative systems of governance of labour migration and integration in different EU Member;
5. Support the technical team in all project tasks and activities, including analysis, design of the Labour Migration Scheme, and all implementation measures of the Labour Mobility Scheme;
6. Prepare comprehensive research reports and recommendations within the scheme;
7. Develop training curriculums for workshops for national and local government authorities as well as other relevant stakeholder;
8. Facilitate training and capacity building activities;
9. Provide technical assistance in the context of the work plan and coordinates the work between the relevant stakeholders and keeps the Project Coordinator and HoO informed on the status of project implementation;
10. Ensure planning, organising and developing all aspects of the project in accordance with its strategy, timeplan and guidelines;
11. Participate in liaison with the relevant governmental, non-governmental entities as well as the project steering committee advisory board;
12. Advise on developments on new trends and policies in the field of migration in the country for successful implementation of projects.;
13. Participate in other project-related activities, as needed;
14. Participate in evaluation and reviewing of the project progress, including financial monitoring of the relevant budget expenditures in order to ensure effective planning of project activities;
15. Perform other duties assigned by the HoO.

Personality requirements and skills

- Master’s degree in Social Science or a related field from an accredited academic institution, with at least three year of relevant professional experience;
- Knowledge of migration data collection, the field-based data collection and analysis issues;
- Strong background in migration research and extensive knowledge of migration issues, particularly concerning integration, labour migration trends in Slovakia and Central Europe;
- Strong research, writing, and analytical skills with the ability to research a wide range of topics using multiple sources;
- Qualitative and quantitative data analysis skills highly desirable;
- Experience in drafting migration research and policy papers for publication;
- Experience with preparation of trainings curriculum and facilitation of trainings / capacity building activities;
- Excellent orientation in social, labour and migration law of the Slovak Republic and integration law;
- Experience working with a wide range of actors, including those from governments, academia and expert organizations;
- Good communication, negotiation, analytical and organisation skills;
- Personal commitment, efficiency and drive for results;
- Experience in developing and implementing project activities related to migration issues- an advantage;
- Experience in working with representatives of governmental institutions, civil society and the private sector;
- Knowledge of migration and integration issues;
- Language skills: Excellent command of English, Slovak – native speaker;
- Computer skills – user:

- Driving licence B;
- Good analytical skills, proven drafting and editing skills;
