Job description, responsibilities and duties

Office of the IOM International Organization for Migration in the Slovak Republic is seeking for a candidate for the position of Senior Legal and Migration Law Expert. Under the general supervision of the Head of Office (HoO) the successful candidate will be responsible for activities executed within the development of a labour mobility scheme in Slovakia. The evidence-based Labour Mobility Scheme (hereinafter referred to as “Scheme”) with a fast-track admission, integration and return component would offer a solution to flexibly manage labour mobility to Slovakia, taking into account the socio-economic needs of the country and good practices of other EU countries, while ensuring the protection of both domestic and foreign workers’ rights.

CORE FUNCTIONS / RESPONSIBILITIES:
Under the supervision of the Head of Office (HoO), the successful candidate will be responsible for assistance in the implementation of all project/s activities. Specifically, s/he will:

1. Provide the overall coordination of project activities related to legal framework of the scheme, including research and analysis focused on the relevant national legislation;
2. Provide technical advice and assistance in the context of the work plan and coordinate the work of the technical project team members and external experts in the legal framework of the scheme;
3. Ensure planning, organising and developing legal aspects of the project in accordance with its strategy and guidelines;
4. Participate in research, namely analysis and preparation of changes of the relevant national legislation, design of the Labour Migration Scheme, and all implementation measures of the Labour Mobility Scheme;
5. Design research tools to collect and analyse data, including desk research;
6. Prepare qualitative interviewing as an in-depth data-collection tool, allowing identification of the legislative changes necessary for the adoption and implementation of the Labour Mobility Scheme;
7. Prepare comprehensive research reports and recommendations within the scheme;
8. In close cooperation and synergy with the Project Coordinator liaise with all relevant project partners and conducts official meetings with project partners.;
9. Attend and/or lead official meetings, appointments and travel associated with the project activities;
10. Establish and maintain the liaison with relevant governmental, non-governmental entities as well as the project steering committee and advisory board;
11. Actively participate in preparation of the project final reports and recommendations;
12. Advise on developments on new trends and policies in the field of migration in the country for successful implementation of projects.;
13. Participate in other project-related activities, as needed;
14. Perform other duties assigned by the HoO.

Personality requirements and skills

- Master’s degree in Law from an accredited academic institution;
- A team leader with at least 4 years of relevant professional experience;
- Excellent orientation in migration law of the Slovak Republic;
- Demonstrated organizational experience in carrying out similar projects related to labour migration or additional relevant migration law studies will be considered an asset;
- Strong research, writing, and analytical skills with the ability to research a wide range of topics using multiple sources;
- Experience in migration management and international migration issues;
- Experience in developing and implementing project activities related to labour migration;
- Exceptional communication and organizational skills, including the ability to develop and implement meeting agendas, events, action plan sand projects/programs;
- Language skills: Excellent command of English, Slovak – native speaker;
- Computer skills – user:
o Microsoft Excel – advanced
o Microsoft Word – advanced
o Microsoft PowerPoint – advanced
- Driving licence B;
- Good analytical skills, proven drafting and editing skills;
- Strong planning skills and strong in keeping deadlines;
- Ability to work independently and also in a team;
- Flexible, reliable team player with proven networking, negotiation, and partnership building skills;
- Ability to function effectively and harmoniously in a fast-paced, cross-cultural work environment;
- Demonstrated gender awareness and gender sensitivity;
