About the position

Job description, responsibilities and duties

We aim for a central Third-Party Management (TPM) function being responsible for monitoring of Sourcing/Contract Risks, both central and local. The TPM function orchestrates functional groups (such as Legal, CISO, Procurement, NFR, ...) and functionally steers local sourcing teams to achieve this goal. The aim of the TPM function is to guide and steer business in managing contracts (both 3rd Party and Intragroup), where risk is involved.

Business is supported by many suppliers with underlying contracts in their daily operations. These contracts must be managed to ensure ING and our clients will not be faced with unexpected risks. To date a structured approach has been missing to support COOs in being fully compliant.

Therefore:

  • It would be ideal to create a robust systematic solution in this large number challenge. Today more and more regulations are hitting over 24.000 contracts (Third Party & Intragroup). Each day we are faced with new requirements all having a different scope and impacting risk management in different ways (EBA, OCIR, DORA, GDPR, etc.)
  • We need to help contract owners. Due to a growing complexity of regulatory topics, we cannot expect contract owners (1.500 contract owners scattered over a global ING landscape but not organized) to be knowledgeable of each of them without guidance and education.

The TPM process is managed under GTO/COO CoE Sourcing & Shared Services and is part of the 1st LoD Sourcing:

  • Is always responsible and accountable for the end-to-end processes they oversee, including specific roles in case of sourcing:
  • Ensures that ING Entity meets on an ongoing basis the conditions with which it must comply to remain authorised, including any conditions imposed by the regulator;
  • Ensures that sufficient resources are available to appropriately support and ensure the performance of its responsibilities, including overseeing the risks and managing its Sourcing arrangements (on the level of ING Group);
  • Is in the lead for contract management;
  • Ensures timely and proper identification, assessment and management of conflicts of interest;
  • Oversees the day-to-day management of all risks associated with its Sourcing;
  • Oversees and monitors management decision-making associated with its Sourcing


Your Responsibilities:

  • Responsible for parts of pre- and post-contract phases of Contract Management
  • Gatekeeper role on TPM with a holistic view of key processes and controls
  • QA on RCSA sessions, including identification, risk evaluation, mitigation, monitoring, reporting and sign off
  • Support for contract owner on reaching requirements
  • Training and awareness towards contract owners
  • Monitor and track all regulatory guidelines and developments for contract management
  • OCDs reconciliation identifying discrepancies and business rationale, including escalation to Global Teams on mismatches and aim for structural solutions reaching an accurate TPCM function
  • Interact with group specialists, ORM, Auditors and authorities related
  • Leverage technology, innovative analytics, and tools to transform and continuously enhance your third-party risk management practice

Personality requirements and skills

Work Experience:
  • 3-5 year relevant experience (Operational Risk Management and/or Compliance);
  • Experience in working in multi-national, complex organizations in a matrix environment in a senior subject matter expert role (banking is preferred)
  • Skilled in translating legal/and or compliance requirements to business processes and controls;
  • Knowledge of and experience with relevant Procurement compliance areas is advantage;
  • Knowledge of and experience in process design and optimization;
