Job description, responsibilities and duties

RESPONSIBILITIES AND TASKS:
1 Continuous control in all worksite areas of the activities carried out by the Contractors/Subcontractors to verify the application of the HSE rules laid down by the law, by SE, including the rules regulating the control of specific risks associated with the activities carried out by them;
2 In relation to paragraph 1 above and in cooperation with the already established H&S department, the following non-exhaustive series of activities are to be checked, in particular:
- Correct application of procedures for works executed at height;
- Correct application of procedures for works executed in confined spaces;
- Correct application of procedures for excavation works;
- Correct application of procedures for works carried out in the presence of overhead lines;
- Lifting equipment: availability of suitability certification and periodic inspections of the equipment; availability of the user-maintenance manual on board; qualifications of the operators; correct positioning and use of the equipment; delimitation of the area subject to a risk of the load being dropped and supervision of this area;
- Correct application of work procedures and correct use of protective devices to reduce the amount of dust, fumes and fibres in the air;
- Tidiness and cleanliness of work areas;
- Work areas: delimitation and supervision on the ground during activities carried out at height; closing and/or delimitation of openings in the ground; availability of safe and clearly marked access and escape routes; availability of adequate lighting and ventilation;
- Material storage areas: checking stability of the materials stocked; correct application of loading/unloading procedures;
- Correct management of waste disposal areas and containers;
- Correct use of PPE;
- Availability of a Work Permit (where required);
- Availability of Fire Permit (where required); availability of necessary fire-prevention and fire-fighting equipment; respect of the prohibition to use open fire and smoke;
- Presence of work procedures at site construction areas;
- Scaffolding: availability of design; correct application of assembly, modification, use, maintenance and disassembly procedures; presence of valid scaff-tags;
3 If any non-conformities will be identified during checks listed in the paragraph 1 and described in detail in paragraph 2, a specific non-conformity should generate immediate suspension of related activity with immediate reporting to the SM/CM of the CON/SUB, who will be asked to take the necessary corrective actions. The implementation of this action must then be checked and the resumption of the specific, single activity interrupted previously must be authorized.
4 If any serious non-conformities concerning the checks listed in paragraph 1 are found, they must be reported immediately to the SM/CM/HSEM.
5 Continuous control (*) of the work site roads with particular reference to the prohibition of vehicle parking, storage of materials and use of unscheduled exceptional activities or transport.
6 If any non-conformities are found during checks indicated in paragraph 2, the specific non-conforming activity (i.e. execution of not planned activity, execution of an activity without a work-permit when required, absence of the protective measures laid down by the coordinator) must be stopped immediately, the non-conformity must be reported immediately to the SM and HSEM. Implementation of the corrective measures indicated by the SM and/or HSEM must be confirmed prior to issuing of the works prosecution permission.
7 Immediate reporting of any accidents, injuries and near-misses that take place, assistance in handling the necessary investigations.
8 Drawing up of a short daily report on the activities carried out and delivery of the report to the SM/CM.
9 Daily meeting (short) to collect information from HSEM and distribute information from COS coordination activity.
10 Cooperation with construction supervisors in charge of relevant construction activity with the aim to support and improve integration of H&S principles and best practice.
11 Cooperation with construction superintendent during weekly coordination meetings with contractors.
12 Coordination of interfering activities identified during weekly / daily coordination meetings.
13 Support to Construction manager and Construction superintendent to arrange improvement actions aimed to improve H&S conditions of working areas under construction unit responsibility.
14 Support to Work Permit approval process for the activities to be performed by commissioning unit within construction areas.
15 Verification of weekly schedule provided by involved contractors with the aim to improve the reliability of provided information and to ensure correct and realistic coordination.
16 Cooperation with established H&S organization to improve the integration between different units, proposing improvements and actions in order to achieve higher standards of working conditions.

QUALIFICATION AND REQUIREMENTS:
- University degree in any technical field
- Specific certification for H&S area is must
- Experience – Minimum 5 years of experience in H&S coordination and supervision (preferably international) in highly complex environments or construction; i.e. refinery / nuclear power plant / conventional power plant / industrial plant;
- Active English and Slovak language is must
