Job description, responsibilities and duties

PURPOSE

Line Management responsibilities for direct reports, managing all aspects of Purchasing. Ensure team adheres to the Quintiles Transnational corporate purchasing policy which encourages vendor competition.


RESPONSIBILITIES

 Manage staff in accordance with organization’s policies and applicable legislation. Responsibilities include planning, assigning, and directing work; appraising performance and guiding professional development; rewarding and disciplining employees; addressing employee relations issues and resolving problems. Approve actions on human resources matters, including salary administration.

 Responsible for performance of direct reports, overseeing planning, coordinating and administering programs for the control of vendor expenditure and leading purchasing processes to realize benefits for Quintiles.

 Participate in the selection and on-boarding process for new staff by conducting candidate review and participating in the interview process. Ensure staff have the appropriate materials, systems access and training to complete job responsibilities.

 Assist in the development and implementation of goals, policies, priorities, and procedures relating to the Purchasing group.

 Oversee the extraction of spend data from accounts payable or other spend databases and create spend reports.

 Introduce and lead changes in internal business process and serves as an expert resource to management at all levels.

 Prepare and present purchasing recommendations to senior management.

 Validate opportunities by Requests for Information, and prepare and issue competitive Requests for Proposals.

 Oversee the agreed vendor management program.

 Perform other duties as assigned.

Work effectively with internal business functions when needed to achieve goals. Internal business functions include Strategic Sourcing, Vendor Management, Finance, Legal, Quality Assurance& Compliance, Audit etc

Consolidate the existing supplier base where possible

Promote Procurement best practice within the company and lead by example

Strong Multi Lingual skills – In addition to good command of written and spoken English, applicants with multi lingual skills in any combination of at least 2 other main European languages is highly desired (French, German, Italian, Russian)

Able to work in culturally diverse environments and adhere to highest ethical standards

Ability to quickly understand clients issues and provide appropriate solutions

 Effective verbal and written communication skills.

 Ability to prioritize and coordinate multiple work requirements to meet deadlines.

 Ability to establish and maintain effective working relationships with co-workers, managers and clients.

Track record of consistently delivering results and achieving targets

Extensive experience leading and executing regional sourcing initiatives


MINIMUM REQUIRED EDUCATION AND EXPERIENCE

 Bachelor’s Degree in Business or Finance with 7 years' experience of which three should be in purchasing, supply chain management, materials management, procurement , including previous line management experience; or equivalent combination of education, training and experience.

PHYSICAL REQUIREMENTS

 Extensive use of telephone and face-to-face communication requiring accurate perception of speech.

 Extensive use of keyboard requiring repetitive motion of fingers.

 Regular sitting for extended periods of time.

 Occasional travel.
