Job description, responsibilities and duties

Habitat for Humanity International (HFHI) is seeking a Finance Manager for its Europe/Middle East/Africa (EMEA) area office based in Bratislava Slovakia. This key position is responsible for the financial management of the EMEA area office and for advising and supporting the National Directors and Finance Managers within the region’s country offices on improving financial performance.

The ideal candidate will work well in a changing and sometimes unstructured environment, be able to manage multiple projects simultaneously, have strong analytical skills and excellent attention to detail. He or she will have patience and perseverance in understanding and explaining issues with field staff in the region and demonstrate the ability to work effectively in a multi-cultural environment.

KEY RESPONSIBILITIES:

Area office financial management:
•Develop and implement financial policies and procedures in the areas of: budgets, cash management and forecasting, recordings of documentation and financial reporting for the area office.
•Ensure standard financial systems and controls are established and maintained. Ensure full and appropriate control of all cash at all times.
•Provide key support to stakeholders in the annual budget process including tools and resources, compilation, analysis.
•Supervise the maintenance of the area office accounting systems and data, and presentation of financial data, for both internal managerial purposes and external statutory requirements.
•Ensure monthly reconciliations of advances and balances are carried out in an accurate and timely manner.
•Review, approve and submit the area office financial reports.
•Ensure that HFHI in Slovakia operates in accordance with Slovakian legal and tax regulations, seeking the most favorable tax and legal stance for HFHI.

Financial management and technical oversight:
•Provide ongoing finance support to HFHI EMEA branch and national organizations.
•Perform quality control reviews of branch/national organization financial reports.
•Monitor and ensure all financial operations are carried out according to HFHI policies/procedures, GAAP/IFRS, and within local laws.
•Support and review budget performance by each branch/national organization.
•Support the implementation of internal control policies and procedures in EMEA HFHI branch/national organizations.
•Ad-hoc review of business processes to ensure effective and efficient flow of financial and business data into the branch/national organization Accounting System, and in compliance with Project-Based Funding principles.

Audits (external and internal):
•Coordinate the planning, preparation and completion of HFHI branch audits.
•Review reconciliation and consolidation of HFHI branch audit reports in support of HFHI annual external audit timelines and standards.
•Review reconciliations of independent HFH national organization external audits to ledger to ensure that audit adjustments are correctly posted.
•Review External Audit management letter recommendations with various EMEA teams and monitor to ensure that outstanding audit management issues are resolved in a timely manner, updating management and internal controls unit of progress.
•Review internal audit reports of EMEA branches/national organizations and support EMEA internal controls unit in resolving issues identified by internal audit department.
•Plan for and oversee completion of annual external audit of the EMEA area office in a timely manner that meets Slovakian legal audit requirements.

Financial planning and budgeting:
•Support EMEA area office program in the development of branch/national organization annual plans and budgets.
•Ensure that regional finance reviews all budgets for consistency.
•Report significant variances and cash management issues.
•Coordinate completion of national organizations’ forecasts.

International transfers:
•Review and approval of international transfer requests within EMEA.
•Ensure all transfers are tracked and reported accurately at branch/national organization level.

Policies and procedures:
•Support EMEA branch/national organizations and internal controls function in the roll-out of new policies and procedures.
•Support internal controls function in reviewing the effectiveness and efficiency of the controls.

Capacity-building:
•Provide on-going advice and consultancy on financial issues to the EMEA branch/national organizations including accounting, reporting, cash-flow, systems, policies and procedures, internal controls etc.
•Identify branch/national organization staff training needs and address the financial training needs by conducting such training or finding alternative resources for such trainings.
•Assist in recruitment process at branch/national organization level.

Other:
•Provide support to EMEA branch/national organizations and the grant compliance donor reporting function in managing grants. This includes, but not limited to, overseeing grant budget preparation, budget implementation and supporting the EMEA area office grant management in monitoring and reviewing grants. Facilitates implementation of Project-Based Funding business process.
•Provide support to EMEA branch/national organizations and housing finance function in developing and implementation of healthy credit portfolio management practices.

Personality requirements and skills

REQUIREMENTS:

*Bachelor’s degree in Accounting, Finance, Business Administration, Economics, or related field; we would consider an equivalent combination of relevant academic qualifications and work experience in lieu of bachelor’s degree.
*5 years’ experience in international accounting or financial management, including an understanding of GAAP reporting.
*1-2 years of personnel management experience.
*Fluency in English.
*Proficiency in MS Office; experience with several different accounting software packages; experience with Sun Systems or equivalent, large-scale accounting software.
*Strong communication skills – both oral and written – including the ability to address issues and effect change through persuasion and diplomacy.
*Willing and able to travel throughout Europe/Middle East/Africa as needed up to 30%.

PREFERRED:

*2 years’ experience in grant management.
*2 years’ auditing experience.
*Experience writing Standard Operating Procedures.
*Experience with installation and training on computerized accounting systems.
*German, Russian and/or Arabic language skills.
