Information about the position

Job description, responsibilities and duties

The Human Resources (HR) Specialist will be part of the HR, Learning and Organizational Development (HR&LOD) team of Habitat for Humanity‘s Europe Middle East and Africa (EMEA) area office, based in Bratislava, Slovakia.
The role of the HR Specialist is to provide a wide range of HR technical and administrative support services to the National Organizations in the EMEA Area and to the EMEA HR&LOD Department; to develop and maintain efficient HR systems and procedures for the Area Office HR Department; to coach National Organizations on HR service delivery and capacity building within the function.

Key responsibilities:
Payroll
• Prepare AO payroll, distribute payslips, ensure tax compliance and submit to external provider
• Assist NO’s with payroll queries and compliance

Capacity Building
• Assist the HR&LOD Director in coaching and training in all aspects of the human resources function, including managing change, salary administration, employee benefits and recruitment, staffing, employee relations, staff development and team building for local and international staff.
• Conduct HR training sessions for National Office staff
• Work with the HR&LOD Director to build HR capacity at National Organization level through HR audits, training and ongoing support to the local HR function at National Office level.
• Coordinate the orientation process for new staff.
• Facilitate Employee Satisfaction process and feedback

Employee Relations
• Keep the HR&LOD Director and Prog Dir informed of all major human resources problem areas, developments and activities.

Policies and Procedures
• Actively promote and contribute to the establishment HR standards and baselines and the standardization of HR policies and practices, where possible to promote Area consistency within the 32 EMEA countries.
• Communicate all new policies/initiatives from US headquarters and regional office to region.
• Ensure that HFHI/EMEA is operating within the statutory requirements of the labour laws.
• Assist NO’s in Policy Manual and local legal compliance

Performance Management
• Assist management with performance evaluation process.
• Assist NO’s in good performance management practices

Recruitment and hiring
• Conduct the recruitment, selection and hiring of new local and international staff for HFHI EMEA Conduct interviews and relevant selection criteria matrixes.
• Maintain relationships with recruiting agencies and US headquarters
• Facilitate all independent contracts and employee contract requirements

Management
• Maintain relationship with other HR practitioners within and outside HFHI/EMEA partnership.
• Supervise and oversee HR, LOD and Admin Assistant duties. Provide training to develop HR, LOD and Admin Assistant. Manage performance of HR Admin Assistant

Administration:
• Ensure HR files are complete and archived properly.
• Coordinate visa/work permits for all GA staff
• Maintain & ensure accuracy of of employee data

International Volunteer Programme
• Supervise and oversee IVP placements. Provide training to develop IVP. Manage performance of IVP
• Maintain relationships with other volunteer sending organization as needed.

• Good understanding of administrative and technical aspects of HR, including HR systems, procedures, job grading and recruitment .
• Computer Literacy in MS Office (Word, Excel and Outlook), Powerpoint and the Internet.
• Proven research skills and/or experience.
• Ability to objectively analyse information in line with best practice and stakeholder needs.
• Ability to anticipate the effects of a particular issue and to explain this to the stakeholder.
• Ability to assertively tackle issues and handle these from start to finish.
• Strong service orientation-provide consistent and reliable service to stakeholders, making every effort to meet and exceed stakeholder requirements and strive for excellent, value-added service in all areas of administrative support.
• Cross-cultural sensitivity and ability to communicate effectively with people from different walks of life.
• Availability to travel up to 25% to the EMEA region
