Job description, responsibilities and duties

Physically based in Bratislava, Slovakia at our EMEA regional office, the Construction Officer is responsible for the planning, design, implementation, monitoring, and evaluation of construction and non-construction housing support services for low-income households in the region. As the subject matter expert on construction and non-construction HSS for residential home renovations, reconstructions, and repairs, the Construction Officer will grow these initiatives not only within HFHI, but also with our Habitat for Humanity national organizations, financial service providers, and other implementing partners throughout the region. At the core of this position is building the capacity of various partners and entities on basic construction expertise and HSS.

Reporting to the Associate Director of Program Operations, the incumbent will travel up to 30% throughout the EMEA region and will be based at our regional office in Bratislava, Slovakia.


Strategy
• Guide and advise the Operations team leadership on, and contribute to the development of the region-wide HSS strategy including construction and non-construction housing support services delivered by local HFH NOs and through third-party implementing partners
• Assists local HFH NOs, FSPs and other implementing partners in developing strategies and systems for housing support services (HSS) as a program innovation
• Advises local HFH NOs, FSPs and other implementing partners on strategies to improve construction planning and management and delivery of HSS, aimed at meeting HFHI’s housing quality standards and guidelines.
• Contribute field expertise to the research, policy development and design components of the program team around low-income construction and housing.
• Participates on and contributes to the work and outcomes of global task teams (as assigned).

Project design and management
• Within the EMEA region, advise on the approval of HSS project proposals and budgets and innovative construction techniques.
• In general, support the Program Team, Area Office, and Headquarters in various initiatives related to construction/HSS.

Institutional technical support
• Assists in the design of HSS services and its delivery models for local HFH NOs, FSPs and other implementing partners, including assessing the suitability and feasibility of HSS interventions; advise on planning and management of construction/HSS services at every level of the project life cycle;.
• Overall responsibility for supporting the planning and implementation of HSS initiatives, as determined by annual plans and agreements with local HFH NOs, FSPs and other third-party implementing partners.
• Build the capacity of local HFH NOs, FSPs, consultants and other third party implementing partners on construction services and non-construction HSS methodologies and interventions. Develops and delivers effective training, orientation, reference materials and tools, to assist local HFH NOs, FSPs, and other third party implementing partners in developing and professionalizing their construction/HSS staff capacity.
• Be a resource to EMEA’s Area Office, local HFH NOs, FSPs, consultants and other third party implementing partners in general in the field of construction/HSS technologies and methodologies.

Analysis and evaluation
• Leads the analysis, monitoring and evaluation of the performance of HSS programs implemented by local HFH NOs, FSPs and/or other partners.
• Provides HSS related learning interventions for EMEA’s Area Office, regional, national and partner staff.
• Responsible for collecting HSS related monitoring reports.
• Develop a database of best practice interventions for HSS and innovative construction techniques.

Personality requirements and skills

REQUIRED EDUCATION AND WORK EXPERIENCE:
• Bachelor’s degree in construction, engineering, or architecture.
• Minimum 1 year of relevant work experience in construction, civil engineering and/or architecture, including significant on-site or field experience.

ESSENTIAL SKILLS AND COMPETENCIES:
• Advanced English language skills, both written and verbal.
• Understanding of adult training/learning methodologies.
• Consulting/advisory skills.
• Monitoring and evaluation skills.
• Strong computer skills, including proficiency in MS Excel, Word, PowerPoint, and CAD.
• Excellent interpersonal skills, oral and written communication.
• Ability to work and communicate successfully with other cultures and nationalities.
• Ability to work effectively both independently and collaboratively as team.
• Willingness and ability to travel up to 30% within the EMEA region.

PREFERRED SKILLS AND COMPETENCIES:
• Experience in the following areas:
o International development or international management.
o Project design and implementation.
o Market system evaluation.
o Research.
o Providing training and development of training materials.
• Working knowledge of Russian.
• Business management, business modeling skills, microfinance experience.
• Professional knowledge of green building techniques and energy efficiency in the residential sector.
• Experience in developing economies within the EMEA region or in the low-income housing context.
• Knowledge of cost-effective construction design for low-income clients – rural, urban, detached houses and multi-unit apartment blocks.
