Habitat for Humanity International (HFHI) is seeking a non-profit or non-governmental organization (NGO) professional who is a subject matter expert on Residential Energy Efficiency in Central and Eastern Europe to fill the role of Program Development Manager - Residential Energy Efficiency. He/she will contribute significantly to the development and implementation of Habitat's Residential Energy Efficiency strategy for Europe/Central Asia and support assigned country programs in the region.

Reporting to the Associate Director of Program Operations for Europe, Middle East and Africa (EMEA), the Program Development Manager is responsible for the growth and development of existing programs in the region, consistent with standards and goals for sustainably serving more families. This person is the main point of contact between HFHI and assigned country programs and enables strategic and innovative program expansion through healthy organizational growth, effective consultation on strategic management and operational implementation.

LOCATION: This position is based at our regional headquarters office in Bratislava, Slovakia and requires up to 35% travel within the region.

RESIDENTIAL ENERGY EFFICIENCY FOR LOW INCOME HOUSEHOLDS (REELIH) PROJECT:
• Provides technical guidance to the implementation of the REELIH program in Armenia and Bosnia & Herzegovina.
• Provides technical inputs to key documents/deliverables of the REELIH program such as research documents, building selection methodologies, training material for home owners associations and/or other stakeholders, financial models, surveys, evaluations, etc.
• Provides technical inputs and advice to home owners associations in relation to the energy audits conducted and tenders for building renovation works submitted.
• Conducts or participates in trainings to home owners associations and/or other stakeholders.
• Based on experiences learned from the REELIH implementation in Armenia and Bosnia & Herzegovina, elaborates or contributes to knowledge products related to Residential Energy Efficiency for dissemination and sharing through regional platforms.
• Actively participates in and contributes to national and regional level awareness-raising efforts related to Residential Energy Efficiency with the aim of raising the profile of this area in national level and regional level policy discussions.
• Prepares or contributes to policy documents, reports and recommendations on Residential Energy Efficiency to national or regional level stakeholders.
• Participates, for example through giving presentations, in national or regional conferences.

REGIONAL ENERGY EFFICIENCY DEVELOPMENT:
• Develops Habitat for Humanity's capacity in Residential Energy Efficiency.
• Supports the development of the regional strategy for Residential or other Energy Efficiency renovation models with a considerable focus on community development aspects.
• Collaborates closely with the EMEA Program Development Managers and Global Program to lead the development of further opportunities.
• Collaborates with the fundraising team on the development of new Energy Efficiency proposals.
• Supports senior management in donor relationship management in the Energy Efficiency sector.

GENERAL PROGRAM DEVELOPMENT MANAGER DUTIES:
• Acts on the behalf of the regional headquarters and its program management function with all assigned countries.
• Serves as liaison between HFHI (HQ, EMEA Area Program Department, EMEA Area Specialists) and in-country organizations / partners.
• Works closely with Associate Director of Program to determine and apply HFHI global and EMEA strategic directions and targets in assigned organizations.
• Consults, advises and liaises with national boards of directors to foster program accountability.
• Facilitates development of strategic and operational plans for national organizations.
• Consults and advises assigned organizations / partners on areas such as:
o Operational planning in alignment with country / EMEA strategy.
o Program innovation and development including partnerships.
o Budgeting.
o Program and fiscal monitoring and evaluation.
o Human and financial resource development and allocation.
o Problem-solving.
• Identifies and supports potential partner organizations and negotiates strategic program alliances.
• Manages HFHI personnel in assigned countries, where applicable.
• Develops new programs and partnerships.
• Provides regular reports.

Personality requirements and skills

•GENERAL REQUIREMENTS:
• Willingness and ability to travel internationally up to 35%.
• Must have experience in the Europe and Central Asia region as well as understanding of its cultural/social/political environment.
• Bachelor’s degree in business and/or international development required; master’s preferred.
• Minimum of 6-10 years of experience, including operational and financial management as well as project design and management.
• Experience in the field of NGOs, development, governance, including board development skills and capacity building.
• Business modeling skills.
• Coaching/consultancy/advisory skills.
• Qualitative and quantitative analysis skills.
• Human resources management experience.
• Fluency in English required; proficiency in Russian or other Central/Eastern European language preferred.
• Excellent interpersonal skills.
• Ability to work independently and without close supervision.

REQUIRED SKILLS RELATED TO ENERGY EFFICIENCY:
• Master's degree in a Energy Efficiency and/or construction related field preferred.
• Solid understanding of the energy sector reform trends and practices in South Eastern Europe, Caucasus and Ukraine.
• Knowledge on energy usage impact on poor households and models for improving Energy Efficiency for low income households.
• Experience in the Energy Efficiency sector: addressing market, capacity and knowledge gaps, reducing energy costs, reducing carbon emissions in the regions, community mobilization and community engagement experience in residential buildings in Europe and Central Asia.
