Job description, responsibilities and duties

Central Procurement (CP) manages the acquisition of goods and services for the EPO, directing the preparation and execution of the competitive processes and supporting subsequent administration. A re-alignment of the existing teams within Central Procurement into a new structure, designed to move from a task-based focus to a business support focus, was approved in September 2014. The intention of the re-alignment is to streamline the interaction between the various business units and the three Procurement Teams.

PROCUREMENT TEAM 1 within Central Procurement is a team of approx. 15 FTEs located mainly in Munich (DE) and The Hague (NL) equipped to provide procurement services to Principal Directorate General Administration (consisting of areas such as Buildings, Technical Installations & Buildings, Facility Management and Internal Services). The scope ranges from supporting procurement aspects of the construction phase for the New Main Building in The Hague to more traditional building maintenance and facility management categories.

Main duties
The Head of PT1 is a key position for the organisation, playing a vital role in the re alignment of CP.

Reporting to the CPO, the main duties will be to:
• foster a team approach and take line-management responsibility for the PT1 team.
• develop a yearly Procurement Plan with the business units based on budget, spend analysis, contracts and resource planning.
• draft, negotiate and implement Service Level Agreements with the business units, including relevant KPIs.
• monitor and report on the functioning of the team by proposing and implementing the necessary KPI and reporting tools, keeping the CPO aware of the general workings of the department through monthly reports and immediately reporting issues of consequence.
• liaise with the Procurement Project Office (PPO) and the heads of PT2 and PT3 to define and harmonise, within the Office’s Financial Regulations and following procurement best practices, the working methods, workflows and standards of the department with regard to competitive procedures, assessments and awards, drafting of contracts, reporting tools and methods, and the style and content of reports to senior management and governing bodies.
• act as Chairman of Assessment & Award Committees, or delegate the role on a case-by-case basis to competent and authorised members of the team.
• become an expert in understanding and applying the EPO’s Financial Regulations and Tender Guidelines, the Directive on Contracts and the relevant Financial Directives, giving advice to team members and business representatives as needed.
• support and promote the use of the standardised EPO automation tools where appropriate.
• analyse and judge the factual, economic and basic legal background of a procurement request.
• select the most appropriate procurement method for a given business requirement, if necessary thinking out of the box, in a form that does not put the EPO at risk of legal challenge.
• develop a service-oriented attitude towards internal clients, whilst maintaining the triple roles of:
1. supporting the business
2. respecting the Financial Regulations
3. respecting fair competitive opportunity to European industry
• promote communication within the PT team, among PT teams, with the PPO and with the business units.
• travel regularly between sites to attend meetings of the CPO, the CP management team, project teams, business units and suppliers.
• delegate some responsibilities to selected team members, based on their seniority and capability.
• implement project management principles.
• support the change management process associated with the CP Roadmap.
• support the SME (Subject Matter Experts) concept.

The ideal candidate will have
To be considered for this role, the candidate must have sound procurement experience across facility management (hard and soft services). It would be advantageous to have procurement experience within construction projects, in addition to experience of in-depth and complex contract negotiations, ability to influence difficult stakeholders and skills in developing strong working relationships.

The ideal candidate will also have good knowledge and understanding of relevant public procurement regulations, and a strong commercial background, supported by an appropriate technical qualification, as follows:
• a master's degree in engineering, business or related disciplines
• an MBA or an advanced degree in a related discipline, preferably facility management or building maintenance
• English at proficient business level; a good or even very good level of German and/or French would be a plus
• procurement experience in the relevant field
• experience and knowledge of public procurement processes
• at least 5 years’ professional experience in facility management or related businesses
• experience of working in a challenging regulatory and legislative environment
• skills in change adoption, change management and resource assessment
• strong analytical and financial skills
• strong oral and written communication
• proficiency in Microsoft Word, PowerPoint, Project and Excel
• SAP MM skills
• project management skills

Minimum qualifications
Diploma of completed studies at university level or - in exceptional cases - equivalent professional experience. Excellent knowledge of one official language and ability to understand the other two. The successful candidate will be selected on the basis of qualifications and relevant experience, supplemented as appropriate by interviews, tests and/or a personality questionnaire.
